The City Planning Commission may authorize modifications of the street wall location provisions of this Chapter to allow exterior ramps for access from the public sidewalk to the lowest story above the flood-resistant construction elevation, as defined in Section 64-11 (Definitions), provided the Commission finds that the design of such ramps: (a) maximizes visibility of interior ground floor space within the building from the public sidewalk; (b) incorporates amenities such as seating and planting as the Commission may find appropriate; and (c) relates harmoniously with the design and materials of the adjacent building and the surrounding streetscape. The Commission may prescribe appropriate conditions and safeguards to minimize adverse effects on the character of the surrounding area.
