General Definition A "block" is a tract of land bounded by: (a) streets; (b) public parks; (c) railroad rights-of-way, when located at or above ground level but not including sidings or spurs in the same ownership as the zoning lot; (d) airport boundaries; (e) pierhead lines (or shore lines where no pierhead lines have been established); or (f) corporate boundary lines of New York City.
