Community Boards review every land-use application (zoning changes, special permits, variances, dispositions of city land) within their boundaries. The board issues a non-binding recommendation that goes to the Borough President, the City Planning Commission, and ultimately the City Council.
Each NYC Community Board has up to 50 volunteer members serving staggered two-year terms. The Borough President appoints all members, with half nominated by the local Council Member representing the community district.
For Fiscal Year 2026, Brooklyn Community Board 5 submitted 10 top-ranked capital and expense priorities to the City. Top priority: "Renovate, upgrade or provide new community board facilities and equipment" (Department of Citywide Administrative Services).
